(1767-1822), served in the Connecticut Legislature, and was one of the originators of the school fund. He was Postmaster-General of the United States from 1801 to 1814 in the Cabinets of Jefferson and Madison, and was a member of the New York Senate from 1819 to 1821, where he advocated an extensive system of internal improvements.
