(1730-1779), was a member of the Pennsylvania Assembly from 1768 to 1770. He was appointed to prepare the Pennsylvania declaration of rights. He served in the Continental Congress from 1774 to 1777, and signed the Declaration of Independence. He was active in reorganizing the government of Pennsylvania, and in urging aggressive measures against British oppression. He was appointed judge of admiralty in 1779.
