(1756-1820), born in England, arrived in America in 1763. He commanded at Stono Ferry in 1779, and in 1781 was appointed commissary-general of the Southern army. He was a member of the Constitutional Convention of 1787 from North Carolina, and of the special embassy to France in 1799. He was prominent among the North Carolina Federalists.
