born in 1830, was chairman of the Judiciary Committee in the Missouri Legislature from 1857 to 1859, when he became State Attorney-General, and served till 1862. He represented Kentucky in the U. S. Congress as a Democrat from 1867 to 1871 and 1875 to 1883. He was chairman of the Judiciary Committee from 1875 to 1883. He was elected Governor of Kentucky in 1883, and served till 1887.
