(1801-1872), was British Minister to the United States from 1849 to 1852. He negotiated with Senator John M. Clayton the Clayton-Bulwer treaty which related to the establishment of a communication between the Atlantic and Pacific oceans by canal at the Isthmus of Panama, each party guaranteeing neutrality of communication.
